¹¹ Calling a ravenous bird from the east, the man that executes my counsel from a far country: yea, I have spoken it, I will also bring it to pass; I have purposed it, I will also do it.

¹⁹ God is not a man, that he should lie; neither the son of man, that he should repent: has he said, and shall he not do it? or has he spoken, and shall he not make it good?

² Thus says Cyrus king of Persia, The LORD God of heaven has given me all the kingdoms of the earth; and he has charged me to build him a house at Jerusalem, which is in Judah.

¹³ But he is of one mind, and who can turn him? and what his soul desires, even that he does.

¹⁰ Surely the wrath of man shall praise you: the remainder of wrath shall you restrain.

²⁴ Your testimonies also are my delight and my counselors.

² Lift up a banner upon the high mountain, raise the voice unto them, wave the hand, that they may go into the gates of the nobles. ³ I have commanded my sanctified ones, I have also called my mighty ones for my anger, even them that rejoice in my exaltation. ⁴ The noise of a multitude in the mountains, like that of a great people; a tumultuous noise of the kingdoms of nations gathered together: the LORD of hosts musters the army of the battle.

²⁴ The LORD of hosts has sworn, saying, Surely as I have thought, so shall it come to pass; and as I have purposed, so shall it stand: ²⁵ That I will break the Assyrian in my land, and upon my mountains tread him under foot: then shall his yoke depart from off them, and his burden depart from off their shoulders. ²⁶ This is the purpose that is purposed upon the whole earth: and this is the hand that is stretched out upon all the nations. ²⁷ For the LORD of hosts has purposed, and who shall annul it? and his hand is stretched out, and who shall turn it back?

⁷ And he saw a chariot with a couple of horsemen, a chariot of donkeys, and a chariot of camels; and he listened diligently with great care: ⁸ And he cried, A lion: My lord, I stand continually upon the watchtower in the daytime, and I am stationed in my post whole nights: ⁹ And, behold, here comes a chariot of men, with a couple of horsemen. And he answered and said, Babylon is fallen, is fallen; and all the graven images of her gods he has broken to the ground.

¹⁵ What shall I say? he has both spoken unto me, and he himself has done it: I shall go softly all my years in the bitterness of my soul.

² Who raised up the righteous man from the east, called him to his feet, gave the nations before him, and made him rule over kings? he gave them as the dust to his sword, and as driven stubble to his bow.

²⁵ I have raised up one from the north, and he shall come: from the rising of the sun shall he call upon my name: and he shall come upon princes as upon mortar, and as the potter treads clay.

²⁸ That says of Cyrus, He is my shepherd, and shall perform all my pleasure: even saying to Jerusalem, You shall be built; and to the temple, Your foundation shall be laid.

¹³ I have raised him up in righteousness, and I will direct all his ways: he shall build my city, and he shall set free my exiles, not for price nor reward, says the LORD of hosts.

¹⁴ All you, assemble yourselves, and hear; who among them has declared these things? The LORD has loved him: he will do his pleasure on Babylon, and his arm shall be on the Chaldeans. ¹⁵ I, even I, have spoken; yea, I have called him: I have brought him, and he shall make his way prosperous.

²⁹ Call together the archers against Babylon: all you that bend the bow, camp against it round about; let none of them escape: recompense her according to her work; according to all that she has done, do unto her: for she has been proud against the LORD, against the Holy One of Israel.

⁴⁵ Therefore hear you the counsel of the LORD, that he has taken against Babylon; and his purposes, that he has purposed against the land of the Chaldeans: Surely the least of the flock shall draw them out: surely he shall make their habitation desolate with them.

²⁰ You are my battle-axe and weapons of war: for with you will I break in pieces the nations, and with you will I destroy kingdoms; ²¹ And with you will I break in pieces the horse and its rider; and with you will I break in pieces the chariot and its rider; ²² With you also will I break in pieces man and woman; and with you will I break in pieces old and young; and with you will I break in pieces the young man and the maiden; ²³ I will also break in pieces with you the shepherd and his flock; and with you will I break in pieces the farmer and his yoke of oxen; and with you will I break in pieces captains and rulers. ²⁴ And I will render unto Babylon and to all the inhabitants of Chaldea all their evil that they have done in Zion in your sight, says the LORD. ²⁵ Behold, I am against you, O destroying mountain, says the LORD, who destroy all the earth: and I will stretch out my hand upon you, and roll you down from the rocks, and will make you a burnt mountain. ²⁶ And they shall not take of you a stone for a corner, nor a stone for foundations; but you shall be desolate forever, says the LORD. ²⁷ Set you up a standard in the land, blow the trumpet among the nations, prepare the nations against her, call together against her the kingdoms of Ararat, Minni, and Ashkenaz; appoint a captain against her; cause the horses to come up like the bristling locusts. ²⁸ Prepare against her the nations with the kings of the Medes, their captains, and all their rulers, and all the land of their dominion. ²⁹ And the land shall tremble and sorrow: for every purpose of the LORD shall be performed against Babylon, to make the land of Babylon a desolation without an inhabitant.

⁴ You shall fall upon the mountains of Israel, you, and all your hordes, and the people that are with you: I will give you unto the ravenous birds of every sort, and to the beasts of the field to be devoured.

²⁸ To do whatsoever your hand and your counsel determined before to be done.

³⁹ But if it be of God, you cannot overthrow it; lest perhaps you be found even to fight against God.

¹¹ In whom also we have obtained an inheritance, being predestinated according to the purpose of him who works all things after the counsel of his own will:
