He was talking about those who did not obey him. 19 We see that they could not enter in on account of a lack of faith (unbelief) (disobedience).

Hebrews 4:11

11 Let us do our utmost to enter into that rest. Let no one fall into the same pattern of disobedience by not obeying the word.
