Revelation 17:9-12

9 Let the mind which hath wisdom attend. The seven heads are seven mountains on which the woman sitteth 10 and they are seven kings. Five have fallen, and one is and the other is not yet come; and when he hath come he must continue but a little while; 11 and the beast, which was and is not, is itself the eighth and is of the seven and goeth to destruction; 12 and the ten horns which thou sawest are ten kings who have not yet received a kingdom, but are about to take authority as kings one short period of time with the beast.

18 Now the woman which thou sawest is that great city which hath sovereignty over the kings of the earth.
