Numbers 35:11-12

  11 H7136 והקריתם Then ye shall appoint H5892 לכם ערים you cities H5892 ערי cities H4733 מקלט of refuge H1961 תהיינה to be H5127 לכם ונס may flee H8033 שׁמה thither, H7523 רצח for you; that the slayer H5221 מכה which killeth H5315 נפשׁ any person H7684 בשׁגגה׃ at unawares.
  12 H1961 והיו And they shall be H5892 לכם הערים unto you cities H4733 למקלט for refuge H1350 מגאל from the avenger; H3808 ולא not, H4191 ימות die H7523 הרצח that the manslayer H5704 עד until H5975 עמדו he stand H6440 לפני before H5712 העדה the congregation H4941 למשׁפט׃ in judgment.
